TENANT GROUPS

The Tenant Participation Framework

The housing stock of Ulidia Housing Association is located throughout Northern Ireland.  In some locations there is only a small number of tenants and the challenge for the Association is to:

  • Encourage tenants to become involved in Tenant Meetings
  • Ensure that opportunities are available for all the Association's tenants to be represented and participate in decisions
  • Ensure tenants are aware of the support that is available to them.


To meet these objectives Ulidia proposes to set up a number of individual Tenant Groups at different locations throughout Northern Ireland.


The Tenant Groups will be made up of Ulidia tenants and will meet to discuss matters of mutual interest regarding housing and community issues.  Once established the members can decide what they want to achieve and how much they want to be involved.  Where the formation of a Tenant Group cannot be sustained, Ulidia will seek the opinions of tenants by undertaking surveys, or holding meetings on a more informal basis.

Following the formation of the Tenant Groups it is envisaged that each Group will nominate a representative to join a Tenant Forum.  The purpose of the Tenant Forum is to discuss housing and community related issues as proposed by each individual Tenant Group.  The Tenant Forum will elect a Chairperson on an annual basis.  The Chairperson of the Tenant Forum will be co-opted onto the Association's Board of Management and will represent the views of the Tenant Groups.

Ulidia will encourage, support and promote the work of the Tenant Groups and the Tenant Forum.  Supporting Communities Northern Ireland (SCNI) will provide assistance to tenants in forming the Tenant Groups and the Tenant Forum. SCNI will also advise on their legal status, constitution and action planning in the context of participation and community involvement.
